This is one of a series of consultative working papers which will be published during the course of the investigation. This paper should be read alongside the background of the issues statement (published on 21 September 2017) and other published working papers. These working papers do not form the inquiry group’s provisional decision report. The group is carrying forward its information-gathering and analysis work and will proceed to prepare its provisional decision report, which is currently scheduled for publication in July 2018, taking into consideration (among other matters) the evidence obtained, responses to the consultation on the issues statement and responses to the working papers as well as other submissions made to us.
